for hair, I basically Lasso tooled to select the main parts. (don't worry about the wisps). I go to Image -> Adjustments -> Color Balance (color balance is my best friend.) Play around with the color till you like it. Select OK and Presto! Now, the wisps, my best bet is to get a light airbrush, select desired color from hair, and just go over it. Or, a cheap shot is to go really dark if you get tired. use the main airbrush to fix up other mistakes.
Pray it comes out decent xD |

Corel photo paint. PSP is way better lol. Corel isn't really for touch ups. |

ah, Corel Painter? I actually wanted that program but my dad preferred Photoshop since it's more well known. I still plan to get it lol
Corel Painter is more of an art/painting program, Photoshop is better well known for editing photos. |
