i dont think you could approach a top agency, your height is too much of an issue, and your look is not "editorial / edgey" having said that i think you could join a "commercial" agency that does run of the mill catalogue, print, look books and so forth, in local markets thats where the $ is anyway.

you're height may stop you from being a top model but you could totally do commercial modeling.
