Is it possible/allowed to be signed up with more than one modeling agency? For example I live in South Africa and am sending pics to Storm models and Ice models, IF (the big IF) they both accept me can I be signed by both of them?

I wouldn't go with both of them. Pick the best 
As you can see on FMD, many models are represented by various agencies all over the world. However you should carefully choose your mother agency. |

Not within the same country I reckon. But for different countries it's not a problem. You can have a given Agency for, let's say, Milan and a different one for Paris and another for NY etc etc. It depends on the agreements you sign... |
